What triggers it. Usage, not people, drives this. That makes it the least predictable component of a three-year Spline commitment and the one most worth instrumenting early.

How to avoid it. Ask Spline for hard caps or alerting rather than silent overage billing. A limit that stops work is recoverable; an invoice you did not authorise is not.

Infrastructure and hosting
